구조적 BLOCK은 무료입니다. 유료 ALLOW와 현재 상태에서 서명을 막은 유료 BLOCK은 모두 전달 완료된 결과입니다. 서비스 실패나 전달·복구 불능은 정상 BLOCK으로 취급하지 않습니다.
A settled payment with no delivered or recoverable Guard result enters manual refund review. Duplicate settlement is blocked; a paid ALLOW or paid state-derived BLOCK is a delivered result.
정산 후 응답이 유실되면 bearer 결제 식별자로 복구 API를 먼저 사용합니다. 결과가 전달되지 않았고 복구도 불가능한 실제 정산은 수동 환불 검토에 들어갑니다.
